'Hi' is the shortened, informal cousin of 'hello' and entered American English in the late 1800s as a regional greeting before going national in the early twentieth century. In CW operating tradition, 'HI HI' (sent literally as eight dots and two dots, twice) is the morse equivalent of laughter — the closest thing CW has to an emoticon. So 'HI' on its own can land as either a casual greeting or, in context, the opening of a wry joke. The brevity makes it one of the most-sent two-letter words on amateur radio.
